Function: couponRefusalTone()

couponRefusalTone(reason): "refused" | "hint"

How a refusal reads: hint when the shopper can still meet the code with this basket (see COUPON_HINT_REASONS), refused when the code itself cannot be used — unknown, outside its dates, used up, not for this shopper — and for a reason this release does not know.
